2021 & 2022 Street Improvements

Overview
Street maintenance is one of the largest and most expensive responsibilities of Township government. White Bear Township is continuing to make improvements to their Pavement Management Program to preserve the Town’s 42.9 miles of local roads, provide for the safe and efficient travel of its citizens, retain property values, keep the city attractive and desirable, and minimize costs to the property owners and taxpayers for the Town. 

Project Information

White Bear Township is considering street improvements for the following streets: 

  • Birch Knoll Drive
  • Portland Avenue
  • Martin Way
  • Homewood Avenue
  • Lakewood Avenue
  • Stacker Boulevard
  • Stacker Place
  • Randy Avenue
  • Roth Place
  • Effress Road

The White Bear Township Pavement Management Program identified these streets for possible improvement in 2021 and 2022. On November 2, 2020, the White Bear Township Town Board ordered the preparation of a feasibility report for the Township’s 2021 / 2022 street improvements. Below is a map showing the street improvement areas studied in the feasibility report.

At this time the Township has awarded the project to Kuechle Underground, Inc. Construction is set to begin in the coming weeks. Please refer to the Construction to Begin informational flyer for more details.

Project Updates:

August 2, 2021 @ 9:00 am- Water shutdown will start at 9:00 a.m. and be back in service by 5:00 pm. Residents will be shut down in the areas of Stacker Blvd, Bellaire Avenue and Martin Way. Shut off flyers were handed out Friday to the impacted residents.

July 30, 2021 @ 12:30 pm - Monday, August 2nd watermain connections will be performed. Water shutdown will start at 9:00am and be back in service by 5:00pm. Residents will be shut down in the areas of Stacker Blvd, Bellaire Ave and Martin Way. Shut off flyers have been handed out to the impacted residents.

July 30, 2021 - Contractor working on storm sewer on Homewood Avenue and pipe between yards to Bellaire Avenue.

July 29, 2021 - Homewood Ave residents will be put back on their own water services. Contractor installing storm sewer on Homewood Ave.

July 27, 2021 @ 3:00 pm - Tomorrow contractor will finish new water service installation on Homewood Ave. Contractor will also begin storm sewer installation on Homewood Ave. 

July 27, 2021 - Contractor is installing new water services on Homewood Ave.

July 26, 2021 - Contractor installing new water services on Homewood Ave. Contractor working on watermain on Lakewood Ave.

July 23, 2021 - Contractor is installing watermain on Lakewood Ave.

July 22, 2021 - Contractor is testing new watermain on Homewood Ave. Contractor is preparing temporary water system on Lakewood Ave.

July 21, 2021 - Contractor continuing to install water of Homewood Avenue. Homewood Avenue area water shut off at 9:00am and back on by 5:00pm.

July 20, 2021 - Contractor is installing watermain on Homewood Avenue. Contractor will shut off water in the area of Homewood Avenue tomorrow during the day. A construction activity flyer was handed out to the affected residents.

July 19, 2021 - Contractor working on water system temporary connections. Contractor hit gas line and gas company was already on-site.

July 16, 2021 - Contractor grading roads on Lakewood Ave and Homewood Ave. Contractor working on temporary water set-up on Lakewood Avenue.

July 15, 2021 - Contractor continues to set up the temporary water by-pass system.

July 14, 2021 - Contractor is setting up temporary water by-pass system.

July 13, 2021 - Contractor is setting up the temporary water by-pass system on Homewood Avenue. Contractor finishing reclaiming roadway on Lakewood Avenue.

July 12, 2021 - Contractor is working with reclaimed material and driveway removals.

July 9, 2021 - Contractor reclaiming roadway on Lakewood Ave and Homewood Ave.

July 9, 2021 - Contractor completed sod restoration.

July 8, 2021 - Contractor is performing sod restoration.

July 8, 2021 - Contractor has set up temporary mailboxes on Martin Way and Roth Place. Contractor is removing trees.

July 7, 2021 - Contractor preparing site for construction. Contractor will reclaim roadway tomorrow on Lakewood Ave and Homewood Ave.

July 7, 2021 - Contractor will begin final yard restoration work tomorrow.

July 2, 2021 - Watermain notice handed out to residents.

July 2, 2021 - An update Construction flyer will be mailed out today.

July 1, 2021 - Contractor is continuing to review site. Existing utilities are being located.

June 30, 2021 - Contractor is reviewing the site today. Equipment is starting to arrive. A construction schedule will be coming soon.

June 18, 2021 Update #2 - An project informational flyer will be sent out next week. Contractor is preparing a construction schedule.

June 18, 2021 - XcelEnergy is finishing the new gas lines. Kuechle Underground, Inc. awarded the project. A start date hasn’t been determined yet.

May 4, 2021 @ 3:15 pm - XcelEnergy continues to install new gas lines. 

April 28, 2021 @ 3:00 pm - XcelEnergy is installing the new gas lines. 

April 21, 2021 - Xcel Energy is excavating small holes to locate the existing utilities in preparation to install the new gas lines. 

April 19, 2021 - The activity that is starting to occur is private utility work performed by XcelEnergy to install new gas lines.

The street improvement project is just starting to go through the bidding process.

No work with the street project has started.
